What is 4PL?


A definition
The consultants Arthur Andersen (now Accenture) proposed the following definition in 1996: "4PL is an integrator that assembles its own resources, capacities and technologies with those of other service providers to design and lead complex Supply Chains".

A 4PL supplier is a supply chain integrator that assembles
and manages resources, capacities and technologies - both those of its own
company and those of complementary service providers.

Origin

As a result of the globalization of markets and the growth of international routes, logistics chains have become more and more complex. The many stakeholders involved in these chains lead to problems managing coordination and liability. 4PL service providers - Fourth Party Logistics Providers, are those who carry out the coordination between loading firms (1PL), the end customer (2PL) and the logistics provider (3PL). 4PL is a direct consequence of these changes. This type of service allows loading agents, manufacturers or distributors to benefit from a comprehensive and integrated service for flows of goods and information. A comprehensive service is therefore organized by a single contact. 4PL providers can be either 3PL providers diversifying their operations, management consultants, supply chain specialists, or IT service and engineering firms.

Definitions

Logistics providers and client companies can also be organized in a arbitrary way according to their rate of outsourcing or third-party management of logistics.

Features of 4PL
The emergence of a service which encompasses functions of a technical, commercial, financial, organisational and administrative nature. 4PL providers are companies which in most cases do not have fixed capital or information systems. These firms do not have manufacturing facilities, warehouses or lorries, and implement their logistics skills in order to optimize flows and call upon the best service providers at the best price. Their role is to mobilize and coordinate heterogeneous stakeholders and manage information systems, transport, warehousing, handling, distribution and risks to meet their clients' requirements.
4 PL involves new forms of cooperation and contracts binding loading agents, 3PL providers and clients with an obligation of results (particularly in terms of cost reduction, innovation and organisation). 4PL can play the role of a consultant allowing the logisics chain to be optimized, but also a contracting authority which organizes the implementation of operational and strategic recommendations.
